one of the most important factors that cause progress or lag in countries is production of science and technology by universities. Increased costs of higher education and limitation of available sources causes universities to proceed toward evaluating their function so one of the evaluating way is efficiency evaluating.

In this paper based on former studies, at first efficient index was computed with nonparametric DEA method for 20 estate university in Iran for last 5 years and then portion of each effective factor in efficient index of university units was calculated as a guidelines for improvement of policies in attribution of limited resources and checked with parametric method (censored regression model).
