Objective: The present study was conducted with the aim of identifying macro perspectives in the strategic plan of universities.
Method: The research approach was qualitative and its method was a systematic review of the combined type. The statistical population of the study included domestic and foreign research and studies conducted in the period 1393 to 1403 and 2014 to 2024 in the field of macro-visions in the strategic plan of developed universities, which were collected with specific keywords and in domestic and foreign databases such as the Noor specialized journals database, the country's publications database (Magiran), the Knowledge Reference (Civlica), the Ganj database and the Persian scientific search engine (Elmnet) and foreign databases IJET, Google scholar, Eric, Scopus, and Science Direct, which a total of 138 studies were selected and reviewed. From among the studies, after several stages of screening based on the review of the title, abstract, and content of the research, 32 study units were selected and reviewed. The data were also coded and analyzed through content analysis.
Results: The results obtained initially showed in the open coding stage; 57 macro-visions were counted in the strategic plan of university, which were classified into six main categories based on the results of axial coding; educational vision, research vision, human resource development and leadership development vision, vision of becoming a superior and model university, vision of internationalization of higher education/better world, and social responsibility of the university. In the selection stage, the desired visions were classified into two main categories based on the nature of higher education; mission visions and operational visions.
Conclusion: Academic governance with the aim of designing a mission can be used as a valuable resource in formulating, developing, and implementing strategic strategies and policies in universities by higher education policymakers, and it can be used as a basis for evaluating and improving governance practices in higher education and a roadmap for the transformation and development of universities.
