Objective: Productivity is a fundamental component of organizational performance in today's competitive environment and plays a vital role in the continuity and survival of organizations. Universities, as leading scientific institutions, have a key position in the development of the country and improving their productivity is of particular importance. The goal is to evaluate and compare the productivity of comprehensive public universities in Tehran and other provinces of Iran.
Methodology: To achieve this goal, the performance of universities was assessed using Data Envelopment Analysis (DEA), specifically the CCR and BCC models, with 19 input indicators and 63 output indicators.
Findings: The findings show that the average technical efficiency of Tehran universities, both in the CCR model (0.73) and the BCC model (0.71), is much higher than that of universities in other provinces (0.44 and 0.52). The results of descriptive statistics also confirm this significant difference between the two groups. This difference indicates that Tehran universities perform better in producing educational, research, and technological outputs due to more effective use of resources and access to research infrastructure.
Conclusion: The findings indicate that larger universities (with over 15,000 students) have higher productivity, but size alone does not guarantee efficiency. Optimal resource management also plays a decisive role. Therefore, when analyzing university productivity, serious attention should be paid to the regional gap and the solutions proposed in this research.
