Findings In response to the first question, internal studies were categorized into 6 primary sub-categories, 18 secondary sub-categories with 175 key concepts, and external studies were categorized into 6 primary sub-categories, 13 secondary sub-categories, and 160 key concepts. In response to the second question, the factors affecting the complexity of higher education conditions were classified into 7 primary and 11 secondary subcategories with 50 key concepts. The findings of the two questions were then combined and illustrated in the schematic model. Finally, according to the findings, a policy lesson for higher education in Iran has been proposed
