fa بررسی مقایسه‌ای ساماندهی آموزش عالی کشور مبتنی بر رویکرد آمایش سرزمین موردمطالعه: برنامه‌های توسعه قبل و بعد از انقلاب A comparative study of the country's higher education Organizing based on the spatial planning approach: Case study: Development Programs in Iran: Pre and Post Revolution تخصصي Special پژوهشي Research پژوهش حاضر با هدف بررسی مقایسه ای سیاست های اثرگذار از منظر آمایش آموزش عالی در مستندات برنامه های توسعه قبل و بعد از انقلاب اسلامی، انجام شده است؛ به این منظور مستندات برنامههای توسعه قبل و بعد از انقلاب طی سالهای 1327 تا 1396( یازده برنامه توسعه)، موردبررسی مقایسهای قرار گرفت و محتوای آنها از منظر جایگاه و دستاوردشان در جریان ساماندهی آموزش عالی کشور مبتنی بر رویکرد آمایش سرزمین، بررسی شد؛ روش این پژوهش، تحلیل محتوای کیفی و از نوع مقایسهای است. مسئله اصلی پژوهش این‌گونه مطرح شد که شباهتها و تفاوتهای "آمایش آموزش عالی" در برنامههای توسعه قبل و بعد از انقلاب چه بوده است؟ طبق یافته  های این پژوهش، ساماندهی آموزش عالی با «تأکید بر آمایش سرزمین» در برنامههای توسعه قبل و بعد از انقلاب در هفت مقوله مطالعات و برنامهریزی آمایش سرزمین، گسترش آموزش عالی، تراز نیروی انسانی، مدیریت آموزش عالی، ارزیابی کیفیت آموزش عالی، همکاریهای ملی و بینالمللی و تولیدات علم و فناوری هم‌راستا با یکدیگر و همچنین در پنج مقوله از آنها  مطالعات و برنامه ریزی آمایش سرزمین، گسترش آموزش عالی، تراز نیروی انسانی، همکاریهای ملی و بینالمللی و تولیدات علم و فناوری، دارای تفاوت  بوده اند. The purpose of this research is to study and compare the spatial planning of the country's higher education system with the development plans before and after the Islamic Revolution. For this purpose, the documents of development programs before and after the revolution during the years 1327 to 1396 (eleven development programs) were compared and their content from the perspective of their position and achievement during the organization of higher education in the country. The land preparation approach was examined; The method of this research is meta-combined and of comparative type. A checklist was used to collect data and a categorical analysis based on categorization was used to analyze the data. The main issue of the research was what were the similarities and differences between " spatial higher education " in development programs before and after the revolution?
