fa شناسایی چالش‌های بین‌المللی‌سازی آموزش عالی ایران تخصصي Special پژوهشي Research <span style="font-size:11pt"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-family:Calibri,sans-serif"><b><span b="" lang="FA" lotus="" style="font-family:">هدف:</span></b> <span b="" lang="AR-SA" lotus="" style="font-family:">بین‌المللی‌سازی آموزش عالی به‌عنوان یکی از روندهای اصلی تحول دانشگاه‌ها در قرن بیست‌ویکم شناخته می‌شود</span><span blotus="" dir="LTR" style="font-family:">.</span><span b="" lang="AR-SA" lotus="" style="font-family:"> پژوهش حاضر با هدف ترکیب نظام‌مند و تفسیری ادبیات پژوهشی موجود در زمینه بین‌المللی‌سازی آموزش عالی در ایران، با اتخاذ رویکرد فراترکیب، در پی شناسایی و ارائه‌ی تصویری کلان و یکپارچه از چالش‌های موجود در این مسیر است.</span></span></span></span></span></span><br> <span style="font-size:11pt"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-family:Calibri,sans-serif"><b><span b="" lang="AR-SA" lotus="" style="font-family:">روش</span></b><span b="" lang="AR-SA" lotus="" style="font-family:">: رویکرد پژوهش، کیفی و از روش فراترکیب هفت مرحله‌ای سندلوفسکی و باروسو</span>&nbsp;<span b="" lang="AR-SA" lotus="" style="font-family:">(2006) </span><span arial="" lang="FA" style="font-family:">ا</span><span b="" lang="AR-SA" lotus="" style="font-family:">ستفاده شده است. میدان پژوهش شامل مطالعات پژوهشی انجام شده در سطح داخل کشور در سال1404، در بازه زمانی 1384 تا 1404 بود که 48 پژوهش را در بر می‌گرفت که از این میان 16 سند برای تحلیل نهایی انتخاب شدند. به منظور تحلیل داده‌ها از روش تحلیل مضمون استفاده شد که به استخراج 306 مضمون پایه، 29مضمون سازمان‌دهنده و 2مضمون فراگیر انجامید.</span> <span b="" lang="AR-SA" lotus="" style="font-family:">کیفیت و اعتبار مقالات اولیه با استفاده از </span><span b="" lang="FA" lotus="" style="font-family:">برنامه ارزیابی </span><span b="" lang="AR-SA" lotus="" style="font-family:">مهارت‌های </span><span b="" lang="FA" lotus="" style="font-family:">حیاتی</span><span blotus="" dir="LTR" style="font-family:">(</span><span dir="LTR" new="" roman="" style="font-family:" times="">CASP</span><span blotus="" dir="LTR" style="font-family:">)</span><span b="" lotus="" style="font-family:"> تایید شد و روایی و پایایی کدهای استخراج‌شده نیز از طریق بازبینی و اعمال نظرات تخصصی خبرگان به دست آمد<b>.</b></span></span></span></span></span></span><br> <span style="font-size:11pt"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-family:Calibri,sans-serif"><b><span b="" lang="AR-SA" lotus="" style="font-family:">یافته‌ها:</span></b><span b="" lang="AR-SA" lotus="" style="font-family:"> یافته‌های پژوهش نشان داد که مهم‌ترین چالش‌های نظام آموزش عالی ایران در زمینه بین‌المللی‌سازی شامل 1. انسداد ساختاری و حکمرانی در مواجهه با الزامات جهانی‌شدن و 2. گسست عملکردی و موانع تعاملی در زنجیره ارزش بین المللی سازی است.</span><span lang="FA" style="font-family:"B Lotus""></span></span></span></span></span></span><br> <span style="font-size:11pt"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span style="font-family:Calibri,sans-serif"><b><span b="" lang="AR-SA" lotus="" style="font-family:">نتیجه‌گیری:</span></b> <span b="" lang="FA" lotus="" style="font-family:">نتایج حاکی از آن است که چالش‌های بین‌المللی‌سازی آموزش عالی ایران در </span><span b="" lang="AR-SA" lotus="" style="font-family:">چرخه‌ای </span><span b="" lang="FA" lotus="" style="font-family:">معیوب ناشی از انسداد ساختاری و حکمرانی متمرکز</span> <span b="" lang="FA" lotus="" style="font-family:">و گسست عملکردی در زنجیره ارزش</span> <span b="" lang="FA" lotus="" style="font-family:">قرار دارد. بروز چنین وضعیتی، نظام آموزشی را در برابر تغییر، مقاوم و با الزامات جهانی ناسازگار ساخته است. برای گسست این چرخه، گذار از حکمرانی متمرکز به سمت مدل‌های شبکه‌ای و تفویض اختیار نهادی واقعی به دانشگاه‌ها، همراه با ایجاد پیوندهای کارکردی یکپارچه در فرآیندهای جذب، آموزش و پژوهش بین‌المللی، به عنوان دو محور راهبردی کلیدی پیشنهاد می‌شوند</span><span blotus="" dir="LTR" style="font-family:">.</span><span lang="AR-SA" style="font-family:"B Lotus""></span></span></span></span></span></span> <div><div id="ftn1"></div></div> <span style="font-size:11pt"><span style="line-height:normal"><span style="font-family:Calibri,sans-serif"><span style="font-size:12.0pt"><span new="" roman="" style="font-family:" times="">transforming universities in the 21^st</span></span> <span style="font-size:12.0pt"><span new="" roman="" style="font-family:" times="">century. The present study, by adopting a meta-synthesis approach, aims to systematically and interpretively synthesize the existing research literature on the internationalization of higher education in Iran, seeking to identify and present a comprehensive and integrated picture of the existing challenges in this path.</span></span></span></span></span><br> <span style="font-size:11pt"><span style="line-height:normal"><span style="font-family:Calibri,sans-serif"><b><span style="font-size:12.0pt"><span new="" roman="" style="font-family:" times="">Method</span></span></b><span style="font-size:12.0pt"><span new="" roman="" style="font-family:" times="">: The research approach is qualitative, using the seven-step meta-synthesis method by Sandelowski and Barroso (2006). The research field included studies conducted at the national level up to the year 1404 SH (2025/2026 Gregorian), within the timeframe of 1384-1404 SH (2005-2025 Gregorian), encompassing 48 studies, from which 16 documents were selected for final analysis. Thematic analysis was used for data analysis, leading to the extraction of 306 basic themes, 29 organizing themes, and 2 overarching themes. The quality and validity of the primary articles were confirmed using the Critical Appraisal Skills Programme (CASP) checklist, and the validity and reliability of the extracted codes were verified through review and application of expert opinions.</span></span></span></span></span><br> <span style="font-size:11pt"><span style="line-height:normal"><span style="font-family:Calibri,sans-serif"><b><span style="font-size:12.0pt"><span new="" roman="" style="font-family:" times="">Results:</span></span></b><span style="font-size:12.0pt"><span new="" roman="" style="font-family:" times=""> The findings of the study revealed that the most significant challenges of the Iranian higher education system in the field of internationalization include: 1) Structural and governance blockage in facing the requirements of globalization, and 2) Functional disconnection and interactive obstacles in the value chain of internationalization.</span></span></span></span></span><br> <span style="font-size:11pt"><span style="line-height:normal"><span style="font-family:Calibri,sans-serif"><b><span style="font-size:12.0pt"><span new="" roman="" style="font-family:" times="">Conclusion:</span></span></b><span style="font-size:12.0pt"><span new="" roman="" style="font-family:" times=""> The results indicate that the challenges of internationalizing Iranian higher education lie in structural blockage and centralized governance, and functional disconnection in the value chain. The emergence of such a situation has made the educational system resistant to change and incompatible with global requirements.
